Mission
To provide sustainable, transparent and equitable financing by working with government, higher education and TVET institutions, students, families, employers and development partners, to ensure that cost is never an obstacle to accessing and completing higher education in The Gambia.
The Scheme
The Scheme was established to widen fair access to higher and tertiary education by providing financing to eligible Gambian students who need financial support to pursue their education.
SRLS is part of The Gambia's wider effort to strengthen access to higher education and to invest in the country's people. It gives eligible students a structured way to borrow for approved education costs and to repay on the terms SRLS sets.
The revolving part is what keeps the Scheme going. As students repay their loans, that money becomes available for the students who come after them, so the same funds keep paying for education year after year.
The Scheme is a shift towards a broader and more sustainable way of financing higher education, alongside the government support and other student support that already exist.
The Students Revolving Loan Scheme Act, 2025
The Act is the law behind SRLS. It establishes the Scheme as a national mechanism for student financing and gives it the institutional basis for widening access to higher and tertiary education through sustainable financing.
The law reflects a national commitment to removing financial barriers to education. It also sets the framework for managing public money responsibly, accountably and in a way that lasts.

The SRLS Act Enacted
The Students Revolving Loan Scheme Act, 2025 is enacted into law by the National Assembly of The Gambia.
MoHERST Policy & Board
Policy framework established under MoHERST oversight; the inaugural SRLS Governing Board is officially appointed.
National Cycle 1 Launch
First application window opens for undergraduate degree students at CSU, UEG, USET, and UTG.
Policy oversight
SRLS operates under the policy oversight of the Ministry of Higher Education, Research, Science and Technology, known as MoHERST. The Ministry sets policy direction for higher education, and SRLS runs the student financing framework created by its law and its approved policies.
This keeps student financing in line with national priorities for higher education and for developing the country's people.
Our mandate
The mandate of SRLS is to make access to higher and tertiary education fairer through sustainable student financing. The Scheme sets up and runs the ways eligible students can get financing, and keeps the systems needed to assess applications, disburse money, monitor loans and recover them.
SRLS is also responsible for managing the money entrusted to it carefully, so that student financing stays available to students now and to the generations after them.
